Job Description:

Under administrative direction, the 0922 Manager of Research & Planning reports to the Deputy Director of Administrative Services for the Juvenile Probation Department. This position directs department-wide services in the areas of research, strategic planning, performance measurement, compliance, grants development, legislative analysis and program development.  This position is also responsible for government relations, and advocacy and communication with other agencies, boards, and commissions to support the Department's mission. The 0922 Manager of Research & Planning often leads or coordinates development of new and redesigned programs and projects, including those requiring coordination across multiple divisions within the Department, or with external partners and suppliers.


All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation. Other Qualifications:

1.   Possession of a bachelor’s degree from an accredited college or university; AND

2.  Three (3) or more years of progressively responsible professional level administrative work experience in public safety services or public sector work environment.

  • Possession of a Master’s Degree.
  • Knowledge of local government operations.
  • Knowledge of public safety services systems, operations and administration.
  • Knowledge of the principles and practices of program and policy development and analysis in a public safety services department.
  • Demonstrated ability to plan, develop, and manage business intelligence and analytics functions identify trends, resolve complex administrative problems, and drive program and operations decisions, and negotiate effective solutions that balance diverse interests.
  • Ability to develop performance management methodologies, and implement evaluation concepts based on best practice, performance improvement needs, and demographic trends.
  • Ability to use principles and practices of project management to effectively manage multiple high-priority projects.
