SUMMARY DESCRIPTION:

 

 

Orleans Parish Sheriff’s Office seeking an innovative leader, who is an excellent manager, has strong interpersonal skills, and who can promote the mission and vision of the OPSO.

 

The Chief is responsible for providing the direction, control and guidance necessary for the safe and effective operation of the jail facility within accepted professional standards and in accordance with all applicable local, state, and federal laws and regulations and the existing Consent Agreement. The incumbent will direct and monitor the overall operation of the facility to ensure the safety and security of the jail for detainees, staff and visitors. Specifically this includes directing and monitoring offender work, education, spiritual needs, classification, disciplinary procedures, grievance process, recreation, housing, visitation, sanitation, medical, dental, and mental health services: directing human resources assigned to the facility; and monitoring building maintenance to include general upkeep of the property, managing the facility budget, and proper recordkeeping.

 

The incumbent must exercise consistently sound judgement and initiative, be aware and familiar with current legislation, legislative changes, national standards and regulatory mandates and remain current in law enforcement and jail administration philosophy, concepts and procedures.

 

ESSENTIAL JOB FUNCTIONS/DUTIES:

 

 

  • Manages liability and exposure risk. Studies, analyzes, and evaluates a variety of complex organizational and operational challenges and issues, makes recommendations for resolution or improvement, and oversees change implementation.
  • Directs long-term and short-term strategic planning and policy development. Develops and interprets policies and procedures. Evaluates policy and procedure to ensure compliance with the objectives and goals of OPSO. Participates in policy leadership discussions. Provides clear and concise instruction to staff for achievement of goals and objectives.
  • Ensure compliance with jail and corrections standards, including all applicable laws. Monitors compliance with legal requirements and acceptable program standards.

Establishes and manages a periodic internal compliance audit process for operational and program areas.

  • Reviewers and evaluates overall workforce effectiveness and individual performance of key staff members.
  • Oversees the organizing and managing of work. Ensures employee performance issues are addressed. Administers employee disciplinary action as necessary. Interviews candidates for positions and recommends selections, reassignments, and the other personnel actions.
  • Assists in the implementation and development of training programs to ensure all employees receive the amount and type of training programs to ensure all employees receive the amount and type of training necessary to competently perform their duties and to comply with jail and corrections standards.
  • Projects budget requirements based on management objectives and future needs and plans. Efficiently manages facility resources including staff, equipment and supplies. Manages operational and program changes consistent with budget realities, setting priorities based upon sound correctional management principals. Directs the operation of the jail within the scope of the approved budget.
  • Ensure effective communication, both verbal and written, with inmates, staff, visitiors, the public and media. 

JOB SPECIFICATIONS:

 

Educational  and Experience or formal training

Requirements:

Applicants for this position must possess a Bachelor’s degree in Criminal Justice, Public Administration or a related field and seven (7) years of experience in an urban correctional environment with at least five (5) years at a management and/or leadership level. Candidate should have excellent management and leadership skills, cutting edge knowledge of modern corrections methods including the Direct Supervision Model of inmate management, facilities and jail construction knowledge, technology skills, and excellent written and verbal skills, including community and media relations. Preferred Qualifications: Master’s Degree or certification as one or more of the following; Certified Corrections Executive (CCE), Certified Jail Manager (CJM), or Certified Correctional Trainer (CCT). Experience in direct supervision jail management and/or experience in a jail with more than 2000 inmates, daily population, and direct supervisory experience of management teams.
