Job Description:

THE POSITION

Join the Department of Community Corrections and Rehabilitation in the role of Investigation Manager. The Investigation Manager will be responsible for leading and overseeing the day to day activities of the investigations team as well as conducting investigations in a primary or supportive role. The Investigation Manager will have a team of direct reports and will report to the office of Administrative Services' Senior Manager.
 
Location and hours:
This position is located at the Hennepin County Government Center, 300 S 6th Street, Minneapolis, MN 55487. Work hours will be primarily Monday through Friday, between the hours of 7:30 a.m. - 5 p.m. At times hours will include weekend, late night, and/or early mornings; response to different locations with very little notice will be needed.

In this position, you will:         

  • Provide leadership to the Professional Standards & Conduct (PS&C) Unit; developing and maintaining quantitative and qualitative performance measures and ensuring accountability for unit objectives and deliverables and proactively problem solving and addressing process or performance issues that impede overall unit effectiveness.
  • Respond to the changing needs and prioritize activities within the PS&C unit in an agile and results oriented manner.
  • Conduct face-to-face, telephone, and audio recorded interviews to discover factual details, evidence, and other case information pertaining to allegations of misconduct, ranging from routine to significant in complexity while including all levels of department staff, facility residents, and field clients (adult and juveniles) as a neutral fact finder.
  • Exercise a variety of skills, including critical thinking, data analysis, research methods, investigative and interview techniques, and time management processes to ensure investigations are thorough, impartial, well supported, and timely.
  • Work collaboratively with the office of Administrative Services and Senior Manager in assisting the development and implementation of the strategic direction of the PS&C Unit.

Need to have:

  • One of the following:
    • Bachelor's degree or higher in business administration or other field appropriate to the position and five years or more of experience related to conducting and overseeing an investigations unit.
    • Note: Experience can be substituted for education on a year for year basis.
  • Valid driver's license and/or access to reliable transportation.

 
Nice to have:   

  • Two years or more staff supervisory, management experience, and/or investigation staff oversight experience.
  • Five years or more experience conducting employee misconduct, client complaint, and EEOC/workplace complaint investigations.
  • PREA Investigatory training/certification or ability to become PREA Investigatory trained/certified within one month of employment.
  • Experience:
    • Investigating in an agency with labor agreements.
    • Managing an investigation unit.
    • With computer forensics (audio, video review).
    • Working within a leadership role and making decisions without constant direction.
    • Doing investigative interviewing and using knowledge of investigative methodology.
    • Maintaining confidentiality with sensitive information.
    • Writing and editing written reports.
  • Ability to
    • Exercise discretion and judgment while working collaboratively with a variety of teams.
    • Analyze behavior and information for potential illegal activity (some knowledge of criminal code).
    • Maintain professionalism in high stress situations.
    • Use excellent interpersonal, communication skills, and to communicate (in all forms) with all levels of management and staff.
  • Skill in:
    • Negotiation and problem-solving.
    • A variety of software systems (Word, Excel, Power Point).
